Businesses whose costs are largely made up of office expenditure stand to save most in cash terms but, as a rule of thumb, if office procedures in any business have not been reviewed in the last 12 months, a 10 per cent saving should be achievable at least. The way to tackle the problem is to adopt the Organization and Methods 0 and M approach, asking and answering a series of questions. Each and every aspect of the work done should be subject to these questions, which are: • What is done and why? • How is it done and why? • Who does it and why? • Where is it done and why? • When is it done and why? The 'why' question is the most important item and should be regarded as, the acid test.

For example, suppose that a record is kept of all invoices over £150 in value. The answer to the question 'why' might be one of the following: • 'Because we have always done it' 'Mr Jones now retired. wanted it', • 'I don't know why' thought you wanted it', • 'I thought it might be useful', or even • 'I didn't know we kept such a record'. Any such answer can be regarded as prima facie evidence that the record serves no useful purpose and can be scrapped. Savings will result in time, filing and paper.

Every record, routine email, photocopy, carbon copy, file and everything else kept or done in the office should receive the same treatment, and anything which does not contribute directly or indirectly to profit should be scrapped. Sometimes work which is useful needs simplification and the opportunity can be taken to remove unnecessary parts of an operation. The following is a check-list of possibly fruitful lines of enquiry: a. Is anything done in-house which could be done more cheaply outside, eg payroll preparation? b.
